A Digital Europe for Citizens

This "open access" book presents the Proceedings of the First International Conference “A Digital Europe for Citizens”, which was organised by the Jean Monnet Module DigEUCit, “A Digital Europe for Citizens. Constitutional and Policymaking Challenges” and the CIJ (Centre for Interdisciplinary Research on Justice, Faculty of Law, University of Porto). It focuses on three main topics – data governance, digital markets, and digital services – and brings together chapters written by legal experts who address the EU’s accomplishments and future perspectives on the ongoing Digital Revolution, as well as the impact of digitalisation on the EU. Comparisons with other legal systems are also included.
Adopting a holistic perspective with a focus on citizens, the book contends that constitutionalism must also be viewed in its role of ensuring democracy, an open and inclusive society, and a fair economy. It pursues an original, cross-sectoral and cutting-edge approach. In addition to discussing fundamental values and principles, the contributing authors address concrete and practical questions that arise from the EU’s policy and legal framework. The aim is to bring constitutionalism to the digital stage and to advance solutions and a proper framework, building on solid foundations. This comprehensive work will be of interest to legal scholars, academics, researchers and practitioners in the areas of European and constitutional law, data protection, competition and consumer law, as well as a larger audience of policymakers and digital entrepreneurs.

Graça Enes has a PhD in European Law and is a European Law and International Law Professor. With a long career as a professor, she is currently Associate Professor at the Faculty of Law of the University of Porto and Principal Researcher at the Centre for Interdisciplinary Research on Justice (CIJ-FDUP). She was the Vice-Dean of the Faculty of Law (2013-2014) and the Director of the Master's Program in Law (2019-2020), among other institutional functions. She is the Coordinator of the Jean Monnet Module and the Director of CIJ-FDUP. Graça Enes co-chairs the Portuguese Hub of the European Law Institute. She is an Associate Researcher at the Institut de Recherche en Droit européen et international comparé, of Université Toulouse Capitole. In addition to European Union Law and International Law, her scientific and academic interests extend to the new challenges of international political governance, especially the digital space and the environment.
Inês Neves has a PhD in Law, focusing on the intersection between companies and their entitlement to fundamental rights. She is currently a Guest Assistant Professor at the Faculty of Law of University of Porto, where she teaches Constitutional law, Economic law and fundamental rights as part of both the Law and Criminology degree programmes. She is also a researcher at CIJ-FDUP and an associate at the State Legal Centre (CEJURE), as well as a lawyer specialising in European law, Competition law, digital law and sustainability. She is a member of the Jean Monnet Module. Her research focuses on Constitutional law, fundamental rights, Competition law and European Union law.
Tiago Morais Rocha is a Guest Lecturer of European Union Law and Criminal Law at the Faculty of Law of University of Porto, teaching both Law and Criminology degree programmes. He is also a Researcher at CIJ-FDUP, and is currently doing his PhD in Law, researching the guarantee of the Rule of Law in the European Union.
