Completed at 2:30 a.m. on September 11, 2001, this book was written to warn Congress of the FBI's failure to prevent future terrorist attacks.
In March 1996, an FBI headquarters supervisor met with Chicago's Joint Terrorism Task Force. FBI Agent Robert Wright questioned the FBI's refusal to pursue criminal investigations of Middle Eastern terrorist groups like HAMAS. The supervisor yelled at Wright, "I forbid you from opening any criminal investigations against any of them!" "I forbid you! I do not want any criminal investigations opened against any of our [classified] intelligence subjects! Do you understand me?" Aware that innocent lives were at stake, in July 1996, assisted by FBI Agent John Vincent, he opened the "forbidden" criminal case, code-named VULGAR BETRAYAL (VB).
June 9, 1998, VB conducted the first-ever US Government Civil Seizure of $1.4 million from HAMAS and a chief financier of Osama bin Laden. On July 12, 1999, the first of thirteen Hamas terrorists was arrested by VB.
In 1999, Wright traveled to the Middle East twice to collect evidence linking US-based terrorist financiers, who funded terrorist attacks against the State of Israel. These attacks killed many American citizens. During the second trip, FBIHQ supervisor Mike Resnick asked a military official, "Do you know what the answer is to peace in the Middle East?" The military officer replied, "No, do you?" "He's the answer to Middle East peace," Resnick stated, gesturing towards Wright.
FBI intelligence supervisors and agents worked to shut down VB. Their top priority was to protect their job security. How? By protecting the FBI's terrorist subjects from VB's criminal investigation. Protecting their terrorists was more important than protecting the American people.
In August 1999, Chicago SAC Kathleen McChesney shut down VB and Wright's efforts to prevent future terrorist attacks. McChesney wanted the $1.4 million returned to HAMAS and bin Laden's financier.
Also in August 1999, Wright took two actions to help prevent future terrorist attacks and save innocent lives. First, he began writing a summary [which became this book] to warn Congress of the FBI's ignoring of known Middle Eastern terrorists' criminal activities in America. Criminal activities that financed terrorist attacks. Second, Wright hired Chicago attorney David Schippers. He required Mr. Schippers' help to warn Congress about the FBI's dereliction of duty in protecting the American people from terrorism. According to Wright, "The FBI's negligent actions showed a preference for protecting known terrorists from FBI criminal investigations instead of fulfilling the FBI's mission to protect the American people."
On September 10, 2001, Wright worked late into the night to finish his book. On September 11, at 2:30 am CST, he completed this book. Several hours later, the 9/11 attacks began on the Twin Towers, the Pentagon, and Pennsylvania. Agents Wright and Vincent's worst fears had occurred. Middle Eastern terrorists attacked America.
On October 1, 2001, before submitting this book to Congress, Wright submitted it to the FBI for a pre-publication review. Upon reading the book, panic ensued at the FBI headquarters, as they had to prevent Congress and the American people from gaining access to it.
The FBI made up a lie. The lie was that this book was so intertwined with classified and grand jury information that not even Congress could read it. Because of this FBI lie, Wright's only recourse was to file a First Amendment lawsuit against his FBI employer.
