Oktay Alkin was born in Istanbul, Turkey where he completed his early education, and obtained a bachelor's degree in electrical engineering from Istanbul Technical University. He has received his master's and doctorate degrees, also in electrical engineering, from the University of Alabama. In 1986 he has joined the faculty of Southern Illinois University Edwardsville (SIUE) where he has served at various levels for three decades. A total of 12 years of his career at SIUE were as department chair. During this period, he has contributed to the efforts in growing the department in terms of faculty size and enrollment, adding a computer engineering option to the existing electrical engineering department, developing the new curriculum, and preparing the new electrical and computer engineering department for accreditation. He has also served as the associate dean of SIUE School of Engineering for 3 years during which period he has been in charge of developing a joint doctoral program with the other campus of the SIU system, developing and coordinating recruitment efforts at the undergraduate level, and working with faculty on curricular and accreditation issues. He has published numerous articles at scholarly journals and conferences. His research interests include multiresolution analysis and wavelet transform theory, orthogonal wavelet bases, image analysis and compression using the wavelet transform, biomedical applications of signal and image processing for radiation therapy, wireless sensor networks, target tracking in wireless sensor networks using the extended Kalman filter.
