The United States Constitution insures that all persons born in the US are citizens with equal protection under the law. Luis Zayas, PhD, is Dean and Robert Lee Sutherland Chair in Mental Health and Social Policy at the UT-Austin School of Social Work. Zayas is a Fellow of the American Academy of Social Work and Social Welfare, and maintains a private practice focusing on the evaluation of citizen-children in deportation cases.
